This is a permanent (career/career conditional), full-time position.
AREA INFORMATION: Located in northwestern Wyoming, Grand Teton National Park and the John D. Rockefeller, Jr. Memorial Parkway preserves a spectacular landscape rich with majestic mountains, pristine lakes, and extraordinary wildlife. The abrupt vertical rise of the jagged Teton Range contrasts with the sage-covered valley, creating world-renowned scenery that attracts visitors from all over the world.
These positions are being filled in both in the South District of Moose, WY at Park Headquarters and the North District of the park in Colter Bay, WY approximately 30 miles from Moose, WY. Jackson (12 miles from Moose, 45 miles from Colter Bay) is thriving community of 10,000 year round residents, catering to four million tourists every summer, has an excellent medical community, a well-respected public school system, private schools, grocery stores, and excellent restaurants. Outdoor activities include ski resorts, back-country and Nordic skiing, snowmobiling, hiking, camping, backpacking, horseback riding, boating, rafting, kayaking, hunting, cycling, mountain biking, world class fly fishing, climbing, and mountaineering. The climate can be as extreme. Winter temperatures range between lows of 20 degrees below zero to highs of 30 degrees. Summer temperatures are comfortable, with highs between 65 - 80 degrees. A daycare center is located in Moose and an elementary school is located in Kelly (14 miles from Moose) and Moran (11 miles from Colter Bay). Children attend Junior and Senior High Schools in Jackson with bus service provided.

Class B CDL required (WG-7 and WG-9 levels), must acquire airbrake. Drug testing designated position. NPS uniformed position. Appropriate water and wastewater certifications (see Qualifications).
The incumbents perform the full range of Utility System Operator tasks; operates three separate water treatment systems, one wastewater system and serves as the back-up operator for other locations in the park. The incumbent ensures that water and wastewater operations are in compliance with State and Federal regulations; performs laboratory testing; calibrates, maintains, and repairs wastewater collection and water distribution systems; maintains records; and creates reports.
Incumbents hired at the WG-5 level will work under direct supervision and will undergo training to obtain appropriate water and wastewater certifications prior to progressing to a higher grade level. The incumbent will be eligible for non-competitive promotion to the WG-7 and WG-9 levels upon meeting qualifications and legal requirements, and with supervisory recommendation. Promotions are not automatic or guaranteed after serving a specified time-frame in the lower graded position.
Working Conditions: Work locations vary from the office or shop to outdoors in severe weather conditions, in high and low temperatures, and in dusty and noisy environments. The incumbent must wear the proper Personal Protective Equipment (PPE) such as gas mask, self-contained breathing apparatus etc. to protect against noxious fumes, gases and other chemicals used in the performance of work. No facial hair shall be allowed as it prevents self-contained breathing apparatus from sealing properly.
To be eligible for this position, you must possess the qualifying specialized experience and/or education as well as any selective factors or screen-out elements as described in the occupational questionnaire and as outlined below. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Applicants must be physically fit and, as required in Office of Personnel Management Qualifications Handbook X-118C, must possess the knowledge, skills, and abilities of the elements listed in Section 25 of the Online Occupational Questionnaire to perform the duties of the position at the level for which they are applying. A specific length of time and experience is not required; however, you must be able to demonstrate through experience shown in your written application that you possess sufficient knowledge, skill and ability to perform the duties of the position without more than normal supervision. Examples of experience for this position include:
WG-5 level: experience assisting other operators in wastewater and potable water treatment systems including assisting with laboratory tests and assisting in making repairs and adjustments to systems.
WG-7 level: Level 1 Water Treatment Plant Operator Certification, Wastewater Treatment Plant Operator Certification, Water Distribution System Operator Certification, and Wastewater Collection System Operator Certification, and possession of a Class B Commercial Driver's License (CDL). In addition, experience as a back-up operator for a potable water and wastewater treatment system and related lift station, collection and distribution systems. This work included:
performing laboratory tests;
evaluating a plant or system's efficiency and process control; and
determining operational adjustments needed to achieve desired effluent quality that meets Environmental Protection Agency and Public Health Service standards based on laboratory testing including BOD, pH, dissolved oxygen, suspended solids, total solids, fecal coliform settled solids, chlorine residual, alkalinity, turbidity, and temperature
WG-9 level: Level 2 Water Treatment Plant Operator Certification, Wastewater Treatment Plant Operator Certification, Water Distribution System Operator Certification, and Wastewater Collection System Operator Certification, and possession of a Class B Commercial Driver's License (CDL). In addition, experience as a primary operator for a potable water and wastewater treatment system and related lift station, collection and distribution systems. This work included:
operating a direct and indirect filtration plant, well system, and spring box with associated disinfection systems including hypochlorination and iodination;
using a working knowledge of chemical addition, coagulation, flocculation, sedimentation, filtration and backwash procedures as it pertains to a direct and indirect filtration plant;
performing and tracking all process control tests such as pH, turbidity, chlorine residual, alkalinity, jar tests, temperature, iron, corrositivity and aluminum to determine the process adjustments necessary to assure effluent quality complies with required parameters set by the Public Health Service and Environmental Protection Agency;
making proper adjustments to hypochlorinator to meet regulatory residual requirements;
using a working knowledge of the Safe Drinking Water Act and the primary and secondary standards; and
monitoring, maintaining, and repairing all facets of sewer and water operation including repair work on plumbing fixtures, service lines, water mains, and valves.
Requirements
1. At the WG-7 and WG-9 levels, applicants are required to possess a Class B Commercial Driver's License. Incumbents must obtain an airbrake endorsement within 6 months of entry on duty.
2. At the WG-7 and WG-9 levels, applicants must possess certain operator certifications (see Qualifications section). If certification is from another state you must immediately seek reciprocal certification for Wyoming which must be obtained no later than 6 months after appointment to the position.
3 . Applicants selected for this position are required to submit to a drug test and receive a negative drug test prior to appointment. In addition, this position is a drug testing designated position subject to random testing for illegal drug use.
4. If new to Federal Civil Service, you will be required to serve a probationary period of 1 year.
5. National Park Service (NPS) uniformed position. Employee will be required to wear a uniform and comply with NPS uniform standards. A uniform allowance will be provided to defray the cost of the uniform.
6. Applicants must possess a valid state driver's license. This position requires that you operate a government (or private) motor vehicle as part of your official duties. A valid State driver's license is required. As a condition of employment, you will be required to submit a completed GSA Form 3607, Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.
